Q: can you mill the hub down and weld on square tubing to it? I am making a swing out spare carrier for a Jeep. I don't know if the hub is weldable.

The hub is weldable, why not take a piece of pipe the diameter of the hub and weld it then make the swing out carrier.

Q: what is the inside diameter of the hub? Idea is to put male threads on hub for a coupling.

I don’t understand your putting threads on a hub. The hubs included in the kit match the bearing races. Bearing OD fits the hub ID.
