Q: Is this reallt ok to stick on the windshield?

Yes. Really really strong adhesive. I always had the problem with the suckered type attachment that once the sun got on it, it fell off setting off the alarm. Put one of these on and never had it fall off. I did have to take it off to replace the windshield. Took a bit of effort but did come off with no marks left.

Q: is this sticky both sides and can you attach it to an old used silicone base please? (of a van mass car mobile phone holder)

Oh yes, these are sticky both sides. They are incredibly sticky. I had a suction cup type mount for my nextbase dash cam and every day it was sunny it would fall off. I still have the same pad on my windscreen from when I purchased it and it is still feels like it is bolted on. That is silicone suction cup so you won't have any problems.
